When Natasi Daala passed a law stating that all Jedi must be followed by observers, Jaina Solo was assigned a Government Observer called Dab Hantaq who looked identical to her dead brother Anakin Solo and was almost found to be outside the temple without an observer but Head of State Jagged Fel stopped it by threatening Hantaq with death.

But was that decided by an official star wars author after the films or by George Lucas in the films because that would have been very confusing for viewers seeing as they never mention Mara-Jade, and the books were written a long time after the films

Untrue. The first book, Splinter of the Mind's Eye, was published in 1977, the same year as A New Hope was released!
